President Muizzu Ratifies Public Referendum Bill, Establishing Legal Framework for National Polls

President Dr Mohamed Muizzu has officially ratified the Public Referendum Bill (Law No. 15/2025), following its passage during the 5th Special Session of the People’s Majlis held on 15 September.

The legislation introduces a formal structure for conducting public referendums on issues of national significance. It authorises the People’s Majlis to initiate referendums on matters affecting the public, while also allowing the President to call a referendum to assess public sentiment on key national questions.

A notable provision of the bill requires that any amendment to specific Articles of the Constitution passed by Parliament must be subject to a public referendum before being enacted.

The law also outlines the responsibilities of referendum proponents, the procedural role of the Elections Commission, and other regulatory measures necessary for administering such votes.

Following ratification, the bill has been published in the Government Gazette and has now taken effect as law.
